The President of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, met on Tuesday with the board of the Fundación I+E (Innovation Spain), chaired by Helena Herrero, in turn President of HP for Spain, to exchange thoughts on R&D policy in Spain.

Cristina Herrero shared AIReF’s approach to R&D based on two studies commissioned by the Central Government. The first of these is the evaluation of the Programme for the Promotion of Talent and its Employability in R&D&I, which is part of the first phase of the Spending Review, and the second is the analysis of the tax benefit within the study of “Tax Benefits” that is part of the second phase of the Spending Review.

Cristina Herrero pointed out the attention paid by the Recovery, Transformation and Resilience Plan (RTRP) to the first study mentioned, as it provides for actions in response to proposals to focus the support system on research projects, align all R&D&I agents, promote opportunities in the private sector in SMEs and start-ups and improve access to information on doctoral and post-doctoral support and contracts. However, the President called for a joint evaluation of the various instruments supporting R&D&I and, in particular, tax incentives, direct transfers and subsidies.

The board of Fundación I+E is an entity that represents subsidiaries of sectoral multinational companies with a long history in Spain. Its aim is to promote high-value and long-term investments in Spain that generate innovative ecosystems, intellectual and industrial assets, quality employment and talent development.
