MINIMUM INCOME SCHEME
AIReF must annually evaluate the Minimum Living Income (IMV) and associated inclusion policies, issuing a mandatory Opinion in accordance with Article 31.3 of Law 19/2021. To this end, it has designed a multi-year assessment program, structured in nine modules to be developed over five years, supported by an agreement with the INSS and the AEAT that guarantees access to the necessary information. To date, four Opinions have been published:
Focusing on three aspects of this service: its design, its results, and its implementation.
The results of the first round are updated and two new modules are added: supplement for children and people with severe material deprivation, and single-parent families.
Previous results are updated and the coverage and scope of the benefit in situations of sudden poverty and its complementarity with minimum income are evaluated.
The results of previous evaluations are updated and the effects of the IMV on the employment of its beneficiaries are evaluated for the first time.
FUND FOR THE PROMOTION OF DEVELOPMENT (FONPRODE)
On May 11, 2021, the Council of Ministers adopted an agreement by which it commissioned AIReF to carry out a study on the current Spanish international development cooperation system. The study, published in December 2022, focuses on international financial cooperation and, in particular, on the Fund for the Promotion of Development (FONPRODE), which was configured as one of the main financial instruments at the service of Spanish Cooperation.

SANT FELIU DE LLOBREGAT STUDY
On December 21, 2020, the Independent Authority for Fiscal Responsibility, AAI (AIReF) received a request from the City Council of Sant Feliu de Llobregat to carry out a “Study for the assessment of the consequences, in the economic field, of the early termination of the concession contract for the operation of the Municipal Swimming Pool Complex of Sant Feliu de Llobregat.
This study presents the analysis of the macro-financial implications for the City Council of the termination of the contract and the conclusions of this study.
