This is the third Opinion issued by the Independent Authority for Fiscal Responsibility (AIReF) under Article 31.3 of Law 19/2021, of December 20, which establishes the Minimum Income Scheme
The Minimun Income Scheme is a non-contributory benefit aimed at preventing the risk of poverty of people who lack basic economic resources to cover their fundamental needs. After more than three years since its implementation, the benefit maintains the non-take-up rate at 56% (potential MVI beneficiary households that do not apply for it), a figure very similar to that of the two previous opinions. As a result, the MVI continues to show room for improvement in its coverage levels. Thirty-six percent of potential beneficiary households are receiving it as of December 31, 2023, which represents 17 percent of households in severe poverty.
