The Committee on Finance and Public Service of the Congress of Deputies today endorsed, by an absolute majority, the nomination of Inés Olóndriz as the new President of the Independent Authority for Fiscal Responsibility (AIReF), thereby fulfilling the requirement set out in the appointment procedure provided for in Article 24 of Organic Law 6/2013, which established AIReF. The appointment will take effect once the Council of Ministers has formalised it.
During her hearing, Inés Olóndriz outlined the main priorities for her term, centred on strengthening AIReF’s two key functions: fiscal oversight and public policy evaluation, guided at all times by the principles of independence, transparency and accountability that govern the institution’s work. She also committed to underpinning this agenda with two overarching priorities: institutional collaboration and technological modernisation, with the aim of further strengthening AIReF as a rigorous institution at the service of the public interest.
“Spain faces a period in which fiscal credibility is essential for stability. AIReF has made significant progress, but it needs to strengthen its institutional, methodological and communication foundations. This requires an AIReF aligned with the European fiscal governance framework, equipped with advanced analytical tools, with a well-established public policy evaluation function, greater functional and financial independence, and established standards of transparency and accountability,” said Inés Olóndriz, who committed to presenting the Strategic Plan for her term to this same Committee.
Profile of Inés Olóndriz
Inés Olóndriz holds a degree in Economics and Business Studies from the University of Barcelona, an Executive Master’s in Public Administration from ESADE, and is a Certified Financial Analyst accredited by the European Federation of Financial Analyst Societies (EFFAS). She has 35 years’ professional experience in public finance, in both the public and private sectors.
In the public sector, she has held positions in financial management and public administration at Barcelona City Council, where she was Director of Finance between 2002 and 2011, combining this role with that of Director of Budgets between 2008 and 2009. Between 2020 and 2026, she served as Secretary General for Regional and Local Finance, with responsibilities including the direction, development and coordination of financial matters relating to the autonomous communities, cities with autonomous status and local government.
In the private sector, she spent part of her career as a senior analyst in the Sovereign & International Public Finance team at S&P Global Ratings, where she covered local and regional governments, as well as public entities in Spain and the United Kingdom.
Functions of the AIReF Presidency
The functions of the AIReF Presidency are set out in Article 25 of the Act establishing AIReF and in Article 25 of its Organic Statute. The Presidency has a six-year, non-renewable term of office and is responsible for the direction and coordination of the institution, including its organisation, governance and decision-making.
Specifically, the Presidency acts as the legal representative of AIReF with full independence and objectivity, directs and coordinates the activities of its governing bodies, has authority over all staff, is responsible for the execution of contracts and agreements, and authorises and orders expenditure and payments. Its functions also include periodic appearances before Parliament, at least once a year, to report on AIReF’s activities.
