    AIReF’s RTRP Monitor detects a slowdown in Central Government and Autonomous Region public tenders and subsidies

    The Independent Authority for Fiscal Responsibility (AIReF) today updated its Monitor on the Recovery, Transformation and Resilience Plan (RTRP) with data for 2024, which confirms that the pace of formalisation of public tenders and granting of subsidies under the RTRP has slowed compared with 2023 for both the Central Government (CG) and the Autonomous Regions (ARs).

    In contrast, Local Governments (LGs) have increased the pace of formalisation in 2024, while the Institutional Public Sector has sustained a very similar pace to 2023.

    AIReF’s data visualisation tool captures the amounts that reach the real economy by exploiting existing public information in the databases of General Government tenders and subsidies.

    According to AIReF’s Monitor, up to December 2024, contracts were formalised and subsidies granted worth €43bn of the €79.854bn allocated to Spain (including the addendum) in more than one million operations. The number of successful bidders or sole beneficiaries amounts to 922,729, given that the same beneficiary may receive more than one subsidy or tender.

    The tool, which already incorporates more than one million records, offers a high degree of granularity, with detailed information on the beneficiaries of funds by component and line of investment, as well as individualised files for ARs and LGs. All the microdata that permit the tool’s different aggregations, figures and tables have been made available to the public to download in a processable format and are available on the same webpage.
