
The Independent Authority for Fiscal Responsibility (AIReF) today updated its Recovery, Transformation and Resilience Plan (RTRP) Monitor with new data and features, including a keyword search engine that allows multiple fields to be grouped and filtered.
AIReF’s RTRP Monitor is an interactive data visualisation tool that enables the implementation of the RTRP to be monitored by exploiting publicly available information in the General Government’s public tender and subsidy databases.
According to the tool, as of September 30th, 2025, contracts worth €55.5bn have been formalised and subsidies awarded in 1,436,332 operations. The number of successful bidders or single beneficiaries amounts to 1,246,072, as the same beneficiary may receive more than one subsidy or tender. The pace in 2025 is exceeding that of previous years, largely due to the increased award of grants, primarily linked to green hydrogen.
New features
The new version of the Monitor introduces significant improvements in both content and user browsing experience. The main new feature is the incorporation of an advanced keyword search engine that allows records to be grouped and filtered by subsidy or tender, combining multiple fields and displaying the number of awards or formalisations contained.
There is also a direct link from the main menu to the individual files for each Autonomous Region (AR), which provide detailed information on each AR. Furthermore, the classification by components and investment lines has been improved, and the data can be downloaded in parquet format, which is compatible with the main data processing programmes and geared towards more advanced use of the information.
Transparency and public access
The RTRP Monitor offers a high level of granularity, providing detailed information by sub-sector, component, and investment line, which enables the identification of the elements of the Plan that concentrate the largest volume of funds.
In addition, all microdata used for the various visualisations are available for download in a processable format, ensuring public access and reuse of information in accordance with the principles of transparency that govern AIReF’s activities.
