The President of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, has renewed the members of the institution’s Advisory Board for the last year of her term of office, which ends in March 2026. The Advisory Board was appointed in 2021 and has advised AIReF on technical and strategic issues since then.
The Advisory Board has an exclusively deliberative and technical advisory role on issues submitted for consultation by the presidency, directly related to exercising the powers legally commissioned to AIReF and of particular importance to the institution. It is an eminently technical board, without excluding the possibility of providing strategic advice.
The board’s members, who meet in plenary session at least twice a year, are individuals of recognised national and international prestige. All have at least ten years’ experience in budgetary analysis, evaluation, and economic and/or financial analysis.
They act with full independence and autonomy in exercising their function and may request any necessary information. In addition to the plenary meetings, the board members maintain ongoing dialogue with AIReF on the lines of analysis, tools and methodologies commonly defined as subject to advice.
The board members are:
Andrés Domingo, Javier. Professor at the University of Valencia and Full Professor of Economic Analysis. His research interests include economic growth and the labour market, fiscal and monetary policies, and the effect of financial frictions on the economic cycle and macroeconomic stability.
Bengoa Rentería, Rafael. Doctor specialising in Management and Public Health. Doctor of Medicine and Surgery from the University of the Basque Country (UPV), with a Master’s Degree in Community Health and Management from the University of London. He has been a Regional Councillor for Health and Consumer Affairs of the Regional Government of the Basque Country, Director of Health Systems of the World Health Organisation (WHO) and international advisor on health policies, among other roles.
Bentolila, Samuel. Doctor in Economics from MIT and Professor of Applied Economics and Economic Policy at CEMFI. He is an Associate Researcher at the Centre for Economic Policy Research (London) and the Center for Economic Studies-Ifo Institute (Munich). His research focuses on macroeconomics and the labour market.
Cabrales, Antonio. Doctor in Economics from the University of California, San Diego (UCSD) and Professor at Carlos III University. Executive Vice-President of the European Economic Association, former President of the Spanish Association of Economics. He works in game theory and experimental economics.
Cantó, Olga. Professor of Foundations of Economic Analysis at the University of Alcalá. Her main lines of research focus on measuring well-being, income dynamics, inequality and poverty in rich countries, the intergenerational transmission of opportunities and the redistributive effects of public policies.
Escribano, Álvaro. Doctor in Economics from the University of California in San Diego (USA), Professor of Applied Economics at University Carlos III of Madrid (UC3M) and holder of the UC3M Internationalisation Chair. He is the Director of the Carlos III International School (C3IS) and of the UC3M Expert Degree in Regulated Market Economics.
González López-Valcárcel, Beatriz. Professor at the University of the Canary Islands and researcher in Spanish Health Economics specialising in human resources, health technologies, pharmacy and public health.
Pedraja, Francisco. Professor of Applied Economics (Public Finance and Tax Systems) at the University of Extremadura and Doctor in Economics and Business Studies at the Complutense University of Madrid. His main areas of specialisation are sub-central treasuries and the analysis of public sector efficiency in different fields such as justice and education.
Senra, Eva. Doctor in Economics from Carlos III University of Madrid and Vice-Rector for Economics, Entrepreneurship and Employability at the University of Alcalá. Her research career is related to economic forecasting, statistics and applied economics at an academic and professional level.
