AIReF extends the sustainability analysis of its interactive monitor to all Local Governments

The Independent Authority for Fiscal Responsibility (AIReF) published on its website today the extension of the sustainability analysis module of its interactive Local Government Monitor to include all entities, not just those Local Governments with more than 20,000 inhabitants, as was the case until now.

With this update, the monitor includes smaller Local Governments in the window entitled “indicators for selecting entities at risk’” which were excluded from the analysis until now. This provides a complete overview of the economic and financial situation of the Local Government sector in Spain. The section now shows all entities ranked according to the main indicators that AIReF considers most important for analysing their level of risk.

The entities are ranked according to their sustainability position and risk level using a traffic light system, where red indicates high risk, yellow indicates low risk and green indicates no risk. Users can filter their search by indicator, population size, Autonomous Region or Local Government. The tool also allows multiple selections to be made, making it straightforward to compare the situation of different entities.

The second part of the monitor module, entitled “risk analysis”, continues to focus on Local Governments with more than 20,000 inhabitants. It incorporates AIReF’s future forecasts and a qualitative analysis of medium-term variables that show the average capacity of these entities to return to a sustainable situation and thus ranks the Local Governments that are worst positioned according to the data available on the date of the last report. Following the update, Jaen, Jerez and Parla remain the Local Governments with more than 20,000 inhabitants with the highest sustainability risk.

In addition to the change in the sustainability module, AIReF has incorporated the data from its latest Report on Budgetary Execution, Public Debt and Expenditure Rule of Local Governments subject to individual evaluation 2025 into both the individual and comparative modules. Specifically, information on 2025 budgets, the settlement of 2024 budgets and the average payment period to suppliers (Spanish acronym: PMP) up to March 2025 have been incorporated.
