Joint report on budget implementation, public debt and the 2025 expenditure rule, and on the Valencian Community’s 2025–2026 Economic and Financial Plan

Under the current national fiscal framework, the Valencian Community is required to submit an economic and financial plan (PEF) due to non-compliance with the expenditure rule in 2024; this plan must be assessed by the Independent Authority for Fiscal Responsibility (AIReF) prior to its approval by the Fiscal and Financial Policy Council for the Autonomous Communities (CPFF). At the same time, the AIReF must prepare, by 15 July each year, a report on budget implementation, public debt and the expenditure rule for the current financial year. The AIReF issues both reports jointly, given that their purpose and underlying information are the same.

The reports analyse the scenario set out by the autonomous community in its draft PEF, aimed at compliance with the fiscal rules in force in 2025 and 2026.
