The study ‘Incentives for hiring and self-employment’ of the second phase of the Spending Review of the Independent Authority for Fiscal Responsibility (AIReF) analyzes seven types of incentives, the amount of which accounted for around 2,000 million euros in 2018. With this evaluation, AIReF gives continuity to the one carried out in the first phase of the Spending Review on spending on Active Employment Policies (PAE).
In its assessment, AIReF points out that hiring incentives cannot replace structural reforms to combat temporary employment and unemployment.
