Following the publication on the 29th of the Report on the fundamental budgetary guidelines for 2026 for the Public Administrations, AIReF has issued the supplementary report on the individual assessment of large Local Governments (LG). Due to their importance in the national total in terms of budgets and population affected, the results of this group have a significant impact on the overall balance.
For the subsector as a whole, AIReF forecasts a surplus of 0.3% in 2025 and 0.2% in 2026. The report analyzes 25 large local entities individually: the 17 city councils with more than 250,000 inhabitants, the provincial councils of Barcelona, Valencia, and Seville, the Island Council of Tenerife, the Island Council of Mallorca, and the provincial councils of Araba/Álava, Gipuzkoa, and Bizkaia.
