First President of AIReF
José Luis Escrivá was the first President of the Independent Authority for Fiscal Responsibility. He held the position from March 2014 to January 2020. He also served as President of the Network of Independent Fiscal Institutions of the European Union.
He began his career at the Bank of Spain, where he held various positions in the Research Department, and later continued his career in Europe, where he actively participated in the monetary integration process beginning in 1993 as an advisor to the European Monetary Institute. With the creation of the Monetary Union, he was appointed Head of the Monetary Policy Division at the European Central Bank in Frankfurt. From 2012 to 2014, he served as Director for the Americas at the Bank for International Settlements in Basel.
From 2004 to 2012, he worked at the BBVA Group, first as Chief Economist and Director of the Research Department and, beginning in 2010, as Managing Director of the Public Finance Division.
He holds a bachelor’s degree in Economics from the Complutense University of Madrid (UCM), with honors, and has completed postgraduate studies in Economic Analysis at the UCM and in Econometrics at the Bank of Spain. Throughout his career, he has published numerous articles and research papers, primarily on financial and monetary issues.
