In this study, AIReF analyzes the human resources policy of the Navarre healthcare system, which occupies a unique position due to its regional status, which grants it greater autonomy.
This framework has enabled sustained growth in both the budget and the healthcare workforce over the past decades, as well as the development of a distinct legal regime through Regional Law 11/1992 and a process of civil service conversion that standardized working conditions for healthcare personnel. More recently, Regional Law 11/2023 has introduced new specific allowances aimed at improving the attraction and retention of talent.
