The President of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, took part today in the Annual Assembly of AELMA and explained the functions and history of AIReF as the institution responsible for fiscal supervision in Spain and, since 2017, as a public policy evaluation body. She explained the objectives, scope and methodologies of AIReF’s evaluations, which seek to be useful for the design of more effective and efficient policies.
In particular, she referred to the evaluation of Temporary Disability currently being carried out by the institution as part of the second phase of the 2022-2026 Spending Review cycle, which assesses the factors behind the increase in the incidence rate in recent years, the duration, spending on the benefit and the prevalence rate. To this end, the individual socio-economic characteristics of beneficiaries, their state of health, working conditions, access to and quality of health services, and the regulation and management of the benefit are being analysed.
AIReF is also evaluating the policy elements related to the benefit that could be changed to contribute to its effectiveness and efficiency. To this end, it is conducting an international comparison, analysing regulatory changes to the benefit, thoroughly revising the literature, and conducting surveys and focus groups, among other methodologies.
