At its meeting on 31 March 2026, the Council of Ministers approved the appointment of Inés Olóndriz as President of the Independent Authority for Fiscal Responsibility (AIReF), after the Finance and Civil Service Committee of the Congress of Deputies endorsed her appointment by an absolute majority on 25 March. This fulfilled the requirement laid down in the appointment procedure provided for in Article 24 of Organic Law 6/2013, establishing AIReF.
AIReF was established in 2013 to safeguard the sustainability of public finances as a means of ensuring economic growth and the wellbeing of Spanish society over the medium and long term. Its mission is to ensure effective compliance by Public Administrations with the principle of budgetary stability enshrined in Article 135 of the Constitution, through the continuous assessment of the budget cycle, public debt and economic forecasts. Since 2021, the evaluation of public expenditure has also been incorporated as one of its permanent functions, with the aim of contributing to the design of more effective and efficient policies.
The Presidency of AIReF
The Presidency of AIReF carries a six-year, non-renewable mandate and is responsible for the management and coordination of the institution, including its organisation, governance and decision-making. Its functions are set out in Article 25 of the AIReF Act and in Article 25 of its Organic Charter.
Specifically, the Presidency is responsible for exercising the legal representation of AIReF with full independence and objectivity; directing and coordinating the activities of its governing bodies; serving as head of staff; entering into contracts and agreements; and authorising and ordering expenditure and payments. Its functions also include periodic appearances before Parliament, at least once a year, to report on the institution’s activities.
Profile of Inés Olóndriz
Inés Olóndriz holds a degree in Economics and Business Studies from the University of Barcelona, an Executive Master’s in Public Administration from ESADE, and is a Certified Financial Analyst accredited by the European Federation of Financial Analyst Societies (EFFAS). She has 35 years’ professional experience in public finance, in both the public and private sectors.
In the public sector, she has held positions in financial management and public administration at Barcelona City Council, where she was Director of Finance between 2002 and 2011, combining this role with that of Director of Budgets between 2008 and 2009. Between 2020 and 2026, she served as Secretary General for Regional and Local Finance, with responsibilities including the direction, development and coordination of financial matters relating to the autonomous communities, cities with autonomous status and local government.
In the private sector, she spent part of her career as a senior analyst in the Sovereign & International Public Finance team at S&P Global Ratings, where she covered local and regional governments, as well as public entities in Spain and the United Kingdom.
