The Independent Authority for Fiscal Responsibility (AIReF) and the State Secretariat for Social Security and Pensions, together with the National Social Security Institute (INSS), the General Treasury of Social Security (TGSS), the Social Marine Institute (ISM) and the Social Security IT Management (GISS), have formalised a new agreement that ensures the continuous and speedy exchange of data and guarantees a framework for ongoing collaboration to undertake any evaluation by AIReF over the next four years.
Specifically, the new agreement will enable the exchange of information for analytical and statistical purposes within the framework of the public spending review exercises carried out by AIReF. Its implementation will enable the Social Security agencies involved to continuously provide AIReF with data of interest for its evaluations, with the aim of contributing to more efficient and sustainable management of public expenditure.
To ensure the proper implementation of the agreement, it provides for the creation of a Joint Coordination and Monitoring Committee composed of representatives of AIReF and the Directorate-General for Social Security Planning. This committee will be responsible for coordinating requests for information, defining technical exchange procedures and supervising compliance with the obligations stemming from the agreement.
The agreement establishes a stable and secure framework for the transfer of anonymised Social Security data to AIReF, guaranteeing, as in any other agreement, the full protection of individual information and compliance with data protection regulations. The agreement also regulates the procedures for the transfer and processing of information, as well as secrecy and confidentiality obligations.
This agreement strengthens inter-administrative cooperation and is in addition to the agreements that AIReF has entered into with the Bank of Spain, the Tax Agency and the Association of Registrars. AIReF thus expands the network of institutional collaboration that underpins its independent evaluation work and promotes a culture of public management based on evidence and transparency.
