The Advisory Board of the Independent Authority for Fiscal Responsibility (AIReF) met on Wednesday to analyse the main actions carried out by the Institution in the first six months of 2025 and the developments for the rest of the year, including the second phase of the 2022-2026 Spending Review and the Opinion on the Robustness, Consistency and Effectiveness of the National Budgetary Framework.
The President of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, opened the meeting by expressing her gratitude to the members of the Advisory Board for their commitment to the Institution. She praised the involvement of all of them, thanked them for their renewal in office and welcomed Roel Beetsma, who joined the Board in May.
The Board, which meets in plenary session at least twice a year, is composed of the President of AIReF, the Steering Committee – made up of the directors of the Divisions – and the ten experts appointed as advisers, who are professionals of recognised national and international standing in the fields of budgetary, economic and financial analysis and policy evaluation. These experts are Javier Andrés, Rafael Bengoa, Samuel Bentolila, Roel Beetsma, Antonio Cabrales, Olga Cantó, Álvaro Escribano, Beatriz González, Francisco Pedraja and Eva Senra.
The Board has an exclusively deliberative and technical advisory role on matters submitted for consultation by the President that are directly related to the exercise of the powers legally entrusted to AIReF and of particular importance to the Institution. It is an eminently technical Board, without excluding the possibility of also seeking strategic advice.
The members of the Board are appointed from among professionals of recognised standing for a period of two years, renewable for successive terms. They act with full independence and autonomy in the exercise of their functions and may request any information they deem necessary. In addition to plenary meetings, the advisors maintain ongoing dialogue with AIReF on the lines of analysis, tools and methodologies that are the subject of commonly defined advice.
