Inés Olóndriz was appointed President of the Independent Authority for Fiscal Responsibility (AIReF) by Royal Decree 280/2026 of 31 March, following deliberation by the Council of Ministers and after obtaining the support of an absolute majority of the Finance Committee of the Congress of Deputies.
Inés Olóndriz de Moragas is a public finance expert with 35 years of professional experience. From February 2020 to March 2026, she held the post of Secretary-General for Regional and Local Government Finance at the Ministry of Finance, with responsibility for directing, promoting and coordinating financial powers relating to the Autonomous Regions, the cities with a Statute of Autonomy and the entities that make up Spain’s local government administration.
Prior to that, she spent nine years as a senior analyst in the Sovereign & International Public Finance team at S&P Global Ratings, covering local and regional governments as well as public entities, primarily in Spain and the United Kingdom.
She gained extensive experience in financial management and public administration at Barcelona City Council, where she worked for 20 years, serving as Director of Finance between 2002 and 2011 while also holding the post of Director of Budgets during 2008–2009.
She holds a degree in Economics and Business Studies from the University of Barcelona, is a certified financial analyst accredited by EFFAS (European Federation of Financial Analysts Societies) and holds an Executive Master’s in Public Administration from ESADE Business School.
