Violeta Ruíz Almendral
Professor of Financial and Tax Law at Carlos III University of Madrid. Chair of the Arbitration Board of the Basque Country’s Economic Agreement (since October 2021). She served as a Legal Advisor to the Constitutional Court (2011–2020) and was a member of the expert group on tax system reform (White Paper on Tax Reform, 2022). She was a Leonardo Fellow (BBVA Foundation, 2020). Awarded five six-year research grants (four for research and one for knowledge transfer, 2000–2023). Two-time recipient of the “Award for Excellence in Research” [2009 and 2023], granted by the Social Council of Carlos III University and Banco de Santander. Recipient of the “Financial Studies” Award on five occasions.
Author of five monographs and more than ninety articles and book chapters in her main areas of research [International taxation; tax harmonization of direct taxation in the EU and the principle of non-discrimination; regional financing and the Autonomous Communities’ own tax powers; tax evasion; budgetary stability and public spending; economic constitution; fundamental rights and tax procedures]. Research stays at various universities, notably the Westfälische Wilhelms-Universität zu Münster (Germany), the European University Institute (Florence, Italy), and the London School of Economics (United Kingdom), funded by the German Academic Exchange Service, the “La Caixa” Foundation, or the Ministry of Education (senior programs), as well as the BBVA Foundation (Leonardo Network).
